Any user can reset their password from the login screen as long as they know either their username/userid or the email address on their account. The login screen link is in the footer on every page.
Once you are on the login screen, click the Lost Your Password link to generate a new one.
If you are a website administrator, you can also send a user on your site a new password, see the screenshot below.
